The Gulf Agreement of 1993 was a treaty signed by India, Oman, Italy, the United Kingdom, and the United States in August 1993, a treaty that pledged to bring the growing threats of piracy in the eastern Indian Ocean, Gulf of Aden, and Arabian Sea under control - through shows of naval force - by 2005. In the four years since it was signed, the Agreement has expanded to include France, Kenya, Malagasy, Zanzibar, and Portugal, while pirate attacks in the overall region have declined by nearly 40%.
