They are made by transmuting Senntisten crystals, which requires level 65 Divination and grants 1.9 experience, or 19 experience if the blue crystal box is currently under the voice of Zaros. They should be deposited in the blue crystal box, giving an additional 19 experience (regardless of the voice of Zaros).
