Rukongai is the largest and most popular district in the Soul Society, where all the lowly souls that are either born into the Soul Society, or souls that pass over from the Human World, reside and live. Each of the four districts are led by one of the Rukongai Guardians, and the four of them are led by the Central Guardian.
