Arcturus is an Imperial and a member of the Blades. He is with most of the other Blades at Cloud Ruler Temple deep in the Jerall Mountains. He is busy all the time; whenever others try to speak to him, he will dismiss them and recommend other Blades that might be able to help. He is found mostly at the eastern sentry tower and can be seen there at most any time of the day.
