High Command was the inner circle of power, leading the Empire of Xim the Despot. After the war, the group disappeared; however, the Survivors living on Dellalt foretold their return, and their plans to unlock Xim's vaults in order to complete their original mission. Maintaining their unusual communications beacon for millennia, the Survivors hoped to eventually unlock Xim's secrets and restore the High Command to power.
