Raccoon City Hall is the central government of Raccoon City. It was barricaded during the 1998 outbreak to stop the Zombies, however, they managed to breach and kill the survivors. Mayor Michael Warren hid here with his daughter. When the zombies broke through, he sent his daughter to the Raccoon City Police Department for safety while he somehow found another way out.
