The Treaty of Opry ended the Second Small War, signed in 378 AB. The primary stipulation of the Treaty of Opry was that the Second Small War was over. Despite this, a more significant provision was that the control of areas, like the control by the Perissodactyl Place and Bat Band of Brettany during the Second Small War, and the forbidding of the formation of enemy militias in the region was illegal. A governing body to enforce this was set up; as time passed, this body, the Society Fairness Organization, grew more and more powerful. Since representation in it was based on dominance, however, the Turtle Tyranny voted it out of existence at the beginning of its Third Age hegemony.
