Retcon is the common name for an amnesia drug used in Torchwood to make people forget recent memories. The memories are suppressed rather than erased, and it is possible to trigger them with specific images or words that are part of the memory. That is why Retcon is of no use to PPC agents to help them forget badfic: the mere beep of the console would bring those memories back to them.
