Phelan Rapp was a member of the Provost's Guard in 246 HE, but left it at the beginning of May of that year to join the Court of the Rogue. He was a good friend of Rebakah Cooper and regularly joined the breakfast round at her lodgings. After leaving the Guard, Phelan became a member of Ulsa's crew and thus backup for Rosto. He also took in dogs from the street to live in his rooms. Still, he missed Achoo, and is sorry for having left her. Phelan appeared both in Terrier and in Bloodhound as a supporting character.
