Usage stats on Why can't the makers of the Bleach video games change the gameplay from a 2D sidescrolling fighter, to a more 3D full arena like some Dragon Ball Z games

They could if they wished. There is no "can't" about it. It is what they chose to make. I suggest that you write to the developer (it will probably have to be in Japanese) and suggest the type of game you wish them to make.
