Howler's Peak is a goblin prison. It is mentioned in The Arctic Incident, when Root threatens to send Mulch there if he doesn't help stop the revolution. Also, one of the Goblin Triad's goals is to release the prisoners held in the prison. It is also mentioned in book 4, when General Scalene escapes with the help of his nephew.
