Edward Francis Halligan was an Irish drug lord who was a person of interest that undercover Metro Police Detective John Benedict had attempted to arrest but Benedict's partner, Keith Archer actually turned out to be working for Halligan. The previous day he purchased a ticket at Dulles to Rabat, Morocco via Lisbon, Portugal. Although he cleared Portuguese customs, according to NCIS Special Agent Leroy Jethro Gibbs, Interpol picked Halligan up at Lisbon and never made it to Morocco.
