Lou Escobar was the Chief Deputy of the Los Angeles District Attorney's Special Prosecution Section. In December of 2014, he met with prisoner Raynard Waits to negotiate an arrangement for information regarding the locations of several murder victims. He and District Attorney Richard O'Shea later met with Detective Harry Bosch to persuade the detective to interview Waits regarding his potential involvement in the death of Arthur Delacroix. He was shot and killed by Raynard Waits during a trip to one of Waits's supposed killing sites.
