The Corsair Program was a top-secret ONI program devised to conduct highly clandestine operations of an extremely deniable nature, by funding non-UNSC affiliated forces such as smugglers, pirates and free-lance assassins. Originally conceived as a small operation, the ongoing crisis caused by The Information War, the Remnant War, the Demiurge Conflict and the War of Kings prompted the Office to expand this to a full scale program, sponsoring several thousand 'off the books' operatives to conductive highly sensitive operations. The program reached its zenith during the devastating Twilight War.
