Hal Roach was a Manticoran citizen and an officer of the Royal Manticoran Navy. He was solidly built, with dark hair, and appeared to be somewhere in his mid-forties by 1921 PD. Holding the rank of Commander, he served as the executive officer of the Charleston Center for Admiralty Law, and advised the Manticoran Admiralty on how to handle the parole agreement between Admiral Gold Peak and President Eloise Pritchart.
