At Queen's University he played for the hockey and football teams. He was captain of the football team for two years. He was actively involved in both baseball and football in Kingston. Elliott began his career as a hockey referee in 1903 with the Ontario Hockey Association. In 1912 he officiated the OHA Junior finals between Toronto Canoe Club and Orillia. In 1913 he was diagnosed with an irreversible form of cancer in the groin. He died that same year at the age of 34. In 1961 he was inducted into the Hockey Hall of Fame.
