The Ceremonial Tower Shield can be found on a statue on the 3rd level of the Tomb on the Isle of Prisoners. It is required to pass through the glowing blue door at the end of the hallway with the orange and blue Shafts of Light. When placed on the statue at the end of the hall, the door will open to a small room with a portal that leads to the Temple in the forest of the Lake of Sorrow.
