Military Approval cannot be purchased. It can only be granted by special permission from the Federation military which, naturally enough, requires that you be on good terms with the Federation. Most of the items that require military approval will also require the Heavy Weapons License, the Protective Technologies License, the Capital Ships License, the Capital Warships License, the Missile Weapons License, and/or the Fighter Bay License.
