Utsubogames (85 & 98) - A moray eel/turtle monster. He is able to throw his head as weapon which is able to bite its target and release a deadly sludge gas from his mouth. Originally a bank robber who was kidnapped by Gel-Shocker soldiers when trying to escape from the bank and fused with a Moray eel and Sea turtle. His head was destroyed when Kamen Rider 1 punch his head from his hand to the ground while his body was destroyed by Kamen Rider 1's Rider Kick in the ninety eighth episode. He was revived by gel shocker but left before the riders could fight him.
