Oswell E. Spencer created the Umbrella Facist Group as a bioterrorism unit which involved people who were indeed facists and were taught the ways of facism (Primarily Neo-Nazis). They were given an opportunity to prove themselves loyal to Spencer and so he gave them weapons, equipment and a symbol to rally behind, however they had to bow down to Spencer as their god.
