The Duke of Oil (Earl J. Dukeston) is a cyborg who has fought both the Outsiders and Team Arrow. His first incident involving the Outsiders happened when Dukeston Oil wanted to examine Station Markovia, an automated ocean research station off the coast of Los Angeles, then functioning as the Outsiders current headquarters.
