Harvey Charles Furniss was a multiple rapist who operated in New York City. Just after the passage of the Keene Act into law, Furniss' dead body was found on the sidewalk outside a precinct of the New York City Police Department. Attached to the body was a note bearing Rorschach's emblematic signature and a single word, "neveR!" indicating Rorschach's refusal to comply with the Keene Act, which outlawed costumed vigilantes nationwide.
