Wingnut is a boss in Teenage Mutant Ninja Turtles: Mutants in Manhattan. Very little is revealed about his background in the game, save for the fact that he is an alien and that he is on unfriendly terms with the Turtles. Due to April's surprise at his working with Krang and the Rock Soldiers, he may normally be in opposition of Krang as well.
