After a supposedly routine prisoner transfer from Singapore to Washington D.C. ends with the prisoner escaping, NCIS Special Agent Anthony DiNozzo arrives at OSP HQ, asking the OSP team for help in finding and recapturing the man who has links to many terrorist organizations.
