Though nominally the head of state of Ul'dah, her power is limited by the Syndicate. Most of her influence is due to her right-hand man Flame General Raubahn Aldynn, the head of the Immortal Flames. The Sultana becomes more prominent on the Main Scenario quests added with Patch 2.2 and 2.3.
