Cipriano was a criminal in Butcher Bay Correctional Facility. He worked for Surenos, but he also double-booked for Zolus. It was discovered and the Surenos put a hit on him. Cipriano went to Zolus for protection. Padilla took the hit contract, but failed to kill Cipriano. It's unknown what happened to Cipriano after that.
