All areas originally owned by your nation have an instrinsic defense equal to the area value. The intrinsic defense can be taken as a loss in battle. If you hold the area at the end, the intrinsic defense is rebuilt. If the area is lost and recaptured, the intrinsic defense is rebuilt.
