The list is constructed by giving each card the maximum restriction it has between the July 2016 OCG and the April 2016 TCG Forbidden/Limited Lists. Cards that were not available in either the Japanese OCG or the North American TCG before July 23, 2016 are Forbidden; "Magician's Robe" and "Scapeghost"—which were included in Shining Victories: Special Edition as preview cards—are considered to be The Dark Illusion cards (and thus not yet legal in the TCG), so they are also Forbidden. Cards that had only been released in the TCG as Shonen Jump or manga promotional cards or as tournament prize cards (except the previous year's Yu-Gi-Oh! Championship Series Prize Card) are also Forbidden; "Minerva, the Exalted Lightsworn", the Yu-Gi-Oh! Championship Series 2015 Prize Card, is instead Limited.
