Meta Shenron is an experiment of Hell Kai's he was a created to compete in the Hell Tournament. To create him Hell Kai used risdual energy left over by the Black Star Dragon Balls along with the combined technology of Dr. Gero and Dr. Myuu despite this Meta Shenron is by no means an Android or a Machine Mutant though Hell Kai has stated Meta Shenron has more in common with Machine Mutants than Androids.
