The PMC shop is used by the mercenary to collect various Spare Parts that are scattered throughout Venezuela. After a certain amount of these spare parts are found Eva will be able to make a custom vehicle that the mercenary can then buy from her. The shop is situated inside the garage of the Villa, which is inhabited by Eva and some of her machines.
