Spalko used Humanistas Ltd. as a front to cover up his illegal intelligence network, in an ultimate goal to foil and threat Reykjavik Convention. In The Bourne Legacy, after promised massive number of humanitarian aid, Spalko made a deal with President Jomo to test NX 20 in Kenya.
