Jailor Marlgen is a level 24 human found in Durnholde Keep in the Hillsbrad Foothills. Marlgen carries the key needed to free Tog'thar. Curiously, although he is an obvious member of the Syndicate (complete with orange bandana), killing him will neither decrease your Syndicate reputation nor increase your Ravenholdt reputation.
