Minamata was one of many failed experiments by an unknown survivalist group who wanted to move humanity underground to hide from the constant alien invasions, survive radiation and the like. Around the time she turned seven one of the assistants started feeling bad for her, and began sneaking her secret gifts and treating her like a human.
