Hooligans are a Trainer Class introduced in and currently exclusive to Generation V. They're a combination of a Biker and a Roughneck, depicted as gangsters fighting alongside each other. The only Hooligans in Black and White are located on Route 9. They typically use the Dark/Fighting-type Pokémon, Scraggy.
