Josiah Tozer was a very wealthy businessman who's only son was taken by Psi Corps. As a means of revenge Tozer quietly purchased the Styx Hotel through a mining company and donated it to the Telepath Resistance as a memorial to his lost son and a gift to those telepaths still free. Tozer eventually passed away in 2179.
