After leaving the Avengers Academy, Ultro became involved with dealing with crimes that hero's didn't have time for. Though after taking down multiple crooks with help from the LAPD in different cities, it dawned on him he needed to expand further. After saving up money from multiple corporations owned by Ultro he began construction of a pocket dimension capable of housing millions of people.
