Hurricane Howard, also known as Typhoon Howard, was an extremely intense West Pacific storm that formed during the otherwise inactive 2016 Pacific Typhoon Season. Howard was an unusual storm because it formed during a Strong La Nina, which usually inhibits tropical cyclone development in the Pacific Ocean. Howard tied Hurricane Patricia's wind speed record from just a year earlier, but failed to break Typhoon Tip's pressure record. Howard was the second storm in just two years to cross from the East Pacific basin into the western Pacific basin, the previous one being Hurricane Genevieve two years earlier.
