The people. They're sometimes dumb. Some of them are actually pretty smart, though. George W. Bush, Glenn Beck, Sarah Palin, and very many other Conservatives aren't. A person is sometimes smart, People can be dumb, panicky, herd animals. Despite all their problems people are smart enough to elect good leaders at least some of the time. Overall Democracies do better than Dictatorships.
