Bart Crowley is a TV reporter who also happened to be the Dead Rose Slasher serial killer, or more accurately a copycat of the real one. Crowley requested to the Metro Police Department that he receive the transcripts of the Dead Rose Slasher case. Detective Quinton Shard then supplied him with redacted documents relating to it. During his coverage of the third victim, Sharp and NCIS Special Agent Leroy Jethro Gibbs arrived and confronted him with the damning evidence when telling him about finding a lead and arrested him.
