A legislative body within the former Kooluk Empire. The Central Council was the governing body of the nation's Patriarchal Faction, which held great control over the day to day operations of the empire. A body which often clashed with the Imperial Faction and the Emperor, given the lack of information of other such bodies within Kooluk, the Central Council would appear to have been the highest legislative body within Kooluk, despite it's lack of official power.
