Starbase Operations was a section of Starfleet outposts which was responsible for coordinating the activity of the starbase and the starships ported there. In 2267, Commander Spock forged a message from the Starbase Operations section of Starbase 11 to the USS Enterprise, ordering it to Talos IV, as part of his plot to illegally take Captain Pike there.
