Noa was a UNSC Outer Colony and part of the Nora System. It is also an outer colony that founded extreme numbers of Forerunner technology just close on the moon itself. The Planet itself is rich of oil depository and contains a forerunner relic beneath the planet. In 2537, Spire Industries built its excavation site and it's research facility nearby. For the UNSC, the planet itself is also a perfect place for people who want to live in the heat.
