By using yin release Hidou forms different animals from 1 or more explosive tags(my melting them and forming the animals like with deidara). Then using his yang chakra he 'Breaths life into them'. While he is breathing life into the tags he can also wire in commands into the tags in order to send them on special missions. For example he can send small tag birds to hunt down enemies and then explode. These tags are kept in a bags that Hidou wore attacked to utility belts which ran around each of his shoulders so the bags are by his waist.
