Martis is originally in the jail of the Rivertown Barracks. He part of the sidequest In the Bandit's Den. You can mind read him for 1050 exp to recover the location of the bandit camp and the password to enter. When mind reading him in the Bandit camp, he will say "I wonder if Jagon will like this slayer". He will also lower his prices.
