They find that it was a pokemon who killed Mayor Church, however the structure of the pokemon is strange as it says that the pokemon is made of crystal. Further testing shows that it is a crystal Steelix. The SCPD releases all the information known on the Crystal Steelix to the public and tell them to be on alert for any crystalised Pokemon.
