Although it was independent from the executive and legislative branches of the Soviet government, it was selected by both parties collaboratively, at the discretion of the chair. After its completion, it was endorsed by the executive committee before it was allowed to move ahead with any investigations. The findings of IRComm investigations were final, and any sanctions were adopted without modification. In 3137 the IRComm was dismantled in favour of a new judiary formed under the Soviet Constitution. However, during the Centralem no supreme court was ever founded. It was not until the Provisional Government of the Soviet Federation negotiated this during the late 3270s that a supreme court would be seriously discussed, and it came into practice in 3284 with the start of The League.
