The Order of the Sith Lords was a Sith organization formed by Darth Bane. This new Sith Order came about as a result of the conclusion of the New Sith Wars, a devastating war between the Sith and their arch-nemeses, the Jedi. Bane, a disillusioned Sith who had grown to feel that the way of the Sith made it merely a "dark parody" of the Jedi Order, so he orchestrated the destruction of the Brotherhood of Darkness and founded his own Order, founded upon a new rule that he had created, which was based off of information he found in the Holocron of Darth Revan. The so-called "Rule of Two" was not only designed to eliminate the weak from the Sith's ranks, but to prevent the Sith from destroying each other through civil war.
