Webster and Julian are two officers you'll find close to one of the Seed Trees in the Orobas Fjords, northwest of Stone's Flying Fortress. Following the road on the riverbank, you will get a cut-scene with a merchant named Carleton. Close to Carleton, in the opposing way to where he goes away, you'll find Webster and Julian. They're having a discussion, and you have two options: Tell them to stop the discussion, or tell them to open space because the true champion (you) want to pass.
