The Bureau of Standards was an agency of the Federation government responsible for maintaining uniform measurements throughout the Federation. Standardization of time measurement was one area controlled by the Bureau of Standards. Marion Dulmur initially though the Department of Temporal Investigations was responsible for maintaining uniform time throughout the Federation, but Gariff Lucsly told him that was under the Bureau of Standards' purview.
