In 2371, three members of the Council heard from Benjamin Sisko asking for the release of Thomas Riker in exchange for rights to the planet Delkar VII. The Council turned down the offer, but offered to allow Sisko to stay as a guest for as long as he desired, an offer that was turned down. (DS9 comic: "Sole Asylum") This may have been the same council as the Detapa Council.
